With an estimated population of 1.94 crores by 2018, Delhi is probably on the verge of gaining the third position in the list of the most populated metropolitans in the world. The land pooling policy has come into effect because of the joint efforts of the government and the Delhi development Authority. The policy aims at acquiring approximately 40, 000 acres of land in rural areas such as Narela, Najafgarh and Bwana. As per order, there would be minimum interference on the part of the DDA. The DDA shall just operate in the form of a facilitator in chucking out the layout scheme; in deciding the allotment procedure and in setting up the participation deadline. The Delhi Development Authority holds the authorization to set up a separate unit for taking care of the certifications and the approvals for the applications of land pooling.
FAT or Floor Area Ratio of 400 shall be applicable for the whole residential land or Group Housing. This would be excluding the 15% FAR that has been reserved for EWS or Economically Weaker Section housing. The total housing development land should be maximum of 55% of the gross housing land.
250 should be the FAR for public and semi-public development at urban level.
The group landowners or the individual landowners will have the flexibility of assembling or surrendering land within a specific time for unified planning, servicing and other activities.
DDA shall take the sole responsibility for the development of physical infrastructure such as power supply, transportation and traffic, water supply and other facilities.
A part of land shall be retained by the landowners irrespective of the use of land committed to the development plan.
The DE or Developer Entity and the DDA will take up the responsibility of the smooth functioning of the land pooling process along with various other facilities.
The policy shall successfully eliminate the issue of acquisition of land and provide great relief to the farmers.
LPP will be highly advantageous to the farmers and the landowners as they will get a part of their land back at a completely new location. They will also get the flexibility of setting their price of their land to be sold off at market rates.
There would be no place for unauthentic residential societies that pollute Delhi on a very large scale. They will simply sit back to witness the development.
